The Council offers a unique pre-application service for major proposals (10 dwellings or above and 1000sqm floorspace and above and/or schemes considered to be sensitive) called Design PAD.
Design PAD meet monthly to appraise major pre-application schemes in a collaborative setting. Landowners and developers have the opportunity to present their proposals directly to planning officers and key consultees.
The starting point is a site and contextual analysis, response to context and indicative options to enable discussion about the site and its constraints and opportunities in the first instance rather than a fully developed proposal. During the course of the meeting, positive elements of the proposal and areas of concern will be identified together with suggestions on how to achieve a favourable scheme.
Key consultees attending Design PAD meetings include Lincolnshire County Council Highways and Lead Local Flood Authority, the relevant drainage board, the Principal Urban Design Officer, the case officer and other consultees as required (e.g. heritage, landscape).
As part of the Design PAD package, you will also receive notes of the meeting and a full pre-application response. The process is an iterative one and you will be able to bring amended proposals to the meeting for discussion prior to submitting a planning application. Planning Applications that have taken this approach are considered to significantly enhance their chances of a decision within the 13 week timeframe for applications.

What to submit:
• Site location plan (1:1250/1:2500 scale) with the site outlined in red;
• The planning context: planning history, status of the site and relevant policies;
• *A thorough and well-illustrated:
o a) site and contextual analysis (including site constraints)
o b) response to context, design rationale and design concept
o leading to c) a broad structure of layout;
(*In accordance with the Design SPD (section 1.5 and chapter 3) and the National Design Guide sections on Context and Identity)
• Indicative proposed Landscape Strategy – annotated to broadly describe both the proposed character (what will they look like?) and functionality (how will they be used and by whom?) of streets and spaces;
• Indicative drainage strategy; and (including infiltration, based on SuDS principles);
• Flood Risk Assessment;
• Highway access proposals.
• A description of the proposal;
• Sketches/plans of your proposal - these do not need to be to scale but draft measurements are required; (sections illustrating levels will be important where topography is an issue);
• The relevant fee
