The decision making process is detailed in the Constitution. All decisions made by Council, Executive, Executive members and other committees are available online, along with a breakdown of all committee membership, reports, agendas and minutes.
Once elected, Councillors in turn elect their own Leader who appoints an Executive. The Executive is at the heart of the day-to-day decision making process. Major items of policy, such as the setting of the Council budget, are decided by all Councillors at the Full Council meeting. The Executive has a key role in proposing the budget and policy framework to the Council.
The Council operates a scheme of delegation to officers of the Council to provide professional guidance, execute decisions and deliver services. Steering the Council as a whole is the Chief Executive.
This scheme is detailed in the Constitution. Such delegated decision making is carried out in accordance with the Procedure for Officer Delegated Decisions.
Each year at its annual meeting, the Council will approve a timetable for all public meetings to which the public are welcome to attend.
