We grant licences for hackney carriage and private hire vehicles, drivers and operators.

To ensure public safety and comfort we must ensure that licence holders meet and maintain required standards and comply with legislation, local byelaws and licence conditions.

How do I apply?

New applicants and renewals where Disclosure and Barring Service (DBS) checks (previously CRB checks) are required will be by appointment only.

It is your responsibility to book your appointment in plenty of time before the expiry of your licence, otherwise you might not be able to drive until your application has been processed.

Updated Hackney Carriage & Private Hire Licensing Policy June 2024

Please Note: Following the Department for Transport issuing updated Taxi and Private Hire vehicle licensing best practice guidance, a review of the South Kesteven District Policy has been undertaken. As a result, the Hackney Carriage and Private Hire Licensing Policy has been reviewed, updated and adopted by the Council to take effect from 1 June 2024 for new applicants, and from 1 August 2024 for existing drivers and vehicle owners and operators at renewal.

Existing licence holders and operators will be contacted over the coming days with further details about these updates. 

Relevant forms, application packs and guidance documents are currently being updated to reflect these changes to the policy, and will be published online in due course. We encourage new applicants to contact the licensing team at licensing@southkesteven.gov.uk prior to submitting their application to ensure they receive the most up to date information from the team.

Tax Conditionality for Hackney Carriage and Private Hire drivers and Private Hire Operators

HMRC is introducing a simple tax check from 4 April 2022 that will take place when people renew their licences to drive hackney carriages, drive and operate private hire vehicles. It will be supported by a new digital service that HMRC is developing.

This service has been created so that everyone pays the tax they should. HMRC is working with industry bodies to make this as straightforward as possible. The check should take a few minutes every few years and confirm that someone is correctly registered for tax.

You will need to complete a tax check when you apply or renew your licence as a:

·     driver of a taxi (hackney carriage)

·     driver of a private hire vehicle (and dual licences)

·     private hire vehicle operator
